If it doesn't work at 9V/3A, you'd want input at a higher voltage and another dc-dc converter back down to 8.5 or 9V. This dc-dc converter will have some loss, so power input should be >45W. I would personally use 15V/3A because my favorite small charger doesn't do 20V. Then you just need a usb-c PD decoy module and a step-down converter.
